The Hawaii State Police, often called "Hawaii 5-0," is an elite law enforcement unit created under the Governor's office and the State Police Commission. It is tasked with investigating organized crime, computer crime, politically sensitive "redball" cases, cases involving interisland crime, and providing security to officials of the Hawaii state government. They are headquartered in the basement of Iolani Palace.
While tourists mill through the historical site above, the investigators of 5-0 start solving their cases in the labyrinth of offices below Hawaii's state capitol area. 5-0's facility beneath Iolani Palace connects to the State Capitol Building, the State Archives and the Hawaii State Library through a series of underground passages. The employee's entrance is through the underground parking lot and past a small subterrainian security station that connects to the suprisingly large cold war era bomb shelters that serve as the 5-0 offices.
They have 5 points in Legal Enforcement Powers, giving 2 levels of
administrative rank as part of the DG Agent package. 5-0 rank structure looks like this:

6 - Lieutenant Commissioner
5 - Major
4 - Captain
3 - Lieutenant or Inspector
2 - Sergeant

0 - Clerical Worker, Technician
The Inspector position is basically a "Super-Detective" at-large, unattached to any squad or department. They have the authority to draw on the resources of 5-0 squads or local (HPD) uniforms as needed. There are seldom more than 12 Inspectors in 5-0, and they only work on one case at a time. This happens to be the rank that McGarrett held during the TV show. (well worth the 5 points a DG Agent would pay for it IMO).
The Divisions of 5-0, each headed by a captain, are: Homicide, Narcotics, Racketeering (Organized Crime), Computer Crime, White Collar Crime, Robbery and Arson. Each Division of the Hawaii State Police has two Lieutenants, together with the Captain they oversee each 8-hour shift (which overlap by an 45 minutes in each direction thanks to a 1-hour lunch and two 15 min. breaks). The Shifts are further divided into several squads, each with a Sgt. (who also work their own cases) in charge of several detectives.
Hawaii 5-0 shares a union (SHOPO) with the Honolulu Police Department.
The current commissioner of the state police is Albert Wong, a veteran 5-0 investigator who began his career under the legendary McGarrett. Even if 5-0 is a reality in the Seventh Chemical, the possibility of a private investigator named Thomas Magnum prying into Delta Green operations seems extremely unlikely.
