Background: After leaving the USMC in 1998 he discovered that civillian life wasn't for him, and applied to the FBI. The feds, not wanting to waste such a highly trained induvidual, pushed him through quantico and out the other side as a member of the Hostage Rescue Team. Here is had a fairly quiet life, people didn't really bother him, and he was only called up sometimes to put a bullet in someone's head.
On May 5, 1999 this all changed. Waites had been called up because of a situation in New York. Some nutball had holed up in the Public Library and had taken 17 staff members hostage, he was demanding a copy of a book that he said was 'vital to humanity's continued existance'. When Waites took up his position across the way and set up his rifle he sighted in through a window on the man. Then as he watched the man's body bulged... something... an arm? tore out of the middle of the man's chest. Waites freaked and his shot took off the terrorists arm not his head, then waits passed out.
When he came to he was in a hospital bed. Four weeks of psychiatric councling followed during which he found out that his shot was never recorded, becuase at that instant the room the terrorist and his hostages where in burst into flame, killing them all instantly.
Thomas wrote his report up and left out the 'oddness', he went back to his quiet life. But now began to read things, he procured a copy of the book the terrorist had been asking for 'Unausprachen Kulten' in an English translataion and what he read there chilled him to the bone. Other texts followed, and then the agents showed up.
He was recruited by Delta Green into Cell M in Boston where he was stationed. His knowledge into other threats that we may be facing was deamed worthwhile and he's been functioning there for a while.
Waites is a bit of a throwback in terms of ideology in that he knows quite a bit about the nastyness that is out there and is firmly set in the 'cow-boy' mentality. Burn them all, because there's no god to sort them out.
