Special Agent Walters is, on the outside, a fairly normal FBI Special Agent, skilled in Hostage Situations and conventional law-enforcement problems. He probably would have happily lived out his life, unaware and disinterested in Delta Green, were it not for an investigation pertaining to PROJECT MEGIDDO, the counter-millennial-cult initiative of late 1999. Assigned to observe what appeared to be a fairly standard Judeo-Christian cult, he stumbled onto a Delta Green investigation of the Skoptsi. He didn't see much, but what he saw (mainly mutilated children, and a very minor sorceror-type for a very brief moment) was enough to convince him of the need for Delta Green.
He hasn't done much for them so far---just one inconclusive Night at The Opera that required him to alter two documents slightly. He has been in combat situations though, and once had to shoot (but not kill) an escaping felon in a Narcotics case. He's hardworking and resonably intelligent. Assuming all goes well, he could stand a good chance of being promoted in a few years.
He is unmarried, but dated fairly regularly until joining Delta Green. He has one sister, who works as a typist in Southern Illinois for an insurance firm. Walters himself is of average height, with dull brown hair and average features. He tends to wear sunglasses and dress like the stereotypical FBI agent, but not to an unnatural extent. He wavers between pleasant in a low-key way, to businesslike and competent-sounding.
