SYNOPSIS
The United States Postal Inspection Service has intercepted and seized a pornographic snuff videotape in the Chicago area. The standard VHS tape portrays the brutal sexual abuse and violent murder of a group of over three dozen children, many under the age of 10. The entity butchering the children at the climax of the recording was not easily identifiable, but it could never be accurately described as "human." The VHS tape has been entered into evidence and is currently awaiting a detailed technical analysis.
The Postal Inspectors were uncertain of how to proceed in such unthinkable circumstances. The case was quickly turned over to an hurriedly-created multi-jurisdictional, multi-agency task force to which your group will be assigned. Our mandate is clear: search and destroy.
BACKGROUND
It is probable that this investigation involves a psuedo-religious secret society known as the Order of the Feeding Hand. This cult is a dark legend in the BDSM community, practioners of this alternative lifestyle tend to view the Order with admiration, holding them as examples of true human freedom. The bold ritual elite of the Hand feed this false belief, often surrounding themselves with dupes kept unaware of the absolute abandonment of morality that lies at the core of the Order.
Members of the Order are typically drawn from amoral drug addicts, corrupted members of the BDSM community, schizophrenic or psychotic homeless people, and jaded wealthy degenerates. All members are to be considered extremely dangerous, as they may be in constant contact with or under the direct control of an alien intelligence.
CHARACTER CREATION
Delta Green investigators are to be created with 150 points, with a limit of 60 points in Disadvantages and five quirks. They may take the Delta Green Agent or Friendly Templates, each of which costs 0 points.
Task Force composition should include federal law enforcement agencies that investigate child pornography or child abduction. The Postal Inspection Service, FBI, Secret Service and US Marshals could all conceivably participate in Operation NITEFIRE.
Friendlies could include a child psychologist, an expert consultant on occult sexual practices, a technical consultant for video analysis, or any other profession considered appropriate by the player or gamemaster.
Characters should not have serious qualms or misgivings about participation in a clandestine vigilate program to assassinate American citizens. Potential criminal activity in Operation NITEFIRE include: Homicide, Breaking and Entering, Burglary, Illegal Surveillance, Conspiracy, Miappropriation of Government Funds and Property, and other crimes too numerous to list.
